This matter is before the Court on petitioner Luis Gabriel-Morales's Verified Petition for Writ of Habeas Corpus and Complaint for Declaratory and Injunctive Relief. Docket No. 1 . Petitioner shall, by overnight mail and email, serve respondents with a copy of the petition and this order on or before February 5, 2026. Petitioner shall file proof of service. Within 7 days of service, respondents shall show cause why the petition for writ of habeas corpus should not be granted. See Yassine v. Collins, 2025 WL 1954064, at *1 (W.D. Tex. July 7, 2025) (although § 2243 refers to three days, "the time limits in § 2243 are subordinate to the district court's authority to set deadlines under Rule 4 of Rules Governing Section 2254 Cases in the United States District Courts" and noting that "Courts have found that a fourteen-day deadline to respond to show cause orders is reasonable").
