MEMORANDUM ORDER granting in part 1 Petition for Writ of Habeas Corpus and denying as moot 1 Motions for Temporary Restraining Order and Preliminary Injunction. The WRIT SHALL ISSUE on the following terms: 1) Respondent shall cause Petitioner to be taken to a neutral immigration judge for a bond hearing within 30 days of this order, or else release Petitioner by such date; 2) Respondent shall ensure that such a hearing include the required due process; 3) Petitioner shall be responsible for securing the necessary transcripts of the bond hearing; and 4) The parties shall provide notice to the Court of the outcome of the bond hearing within 7 days of the IJ's decision.
