On or before February 12, 2026, Respondents shall respond to all allegations, grounds, and arguments asserted in the petition (Dkt. 1) and show cause why the petition should not be granted. Petitioner's motions (Dkts. 2, 3) are GRANTED as set forth in this order. Respondents and those in privity with them are hereby DIRECTED to immediately transfer Petitioner to the Orange County Jail and, once he is there, are TEMPORARILY ENJOINED from transferring Petitioner from the Orange County Jail until further order of the court. Respondents shall respond in writing to the motion (Dkt. 2) by February 9, 2026, at NOON and show cause why the court should not convert this TRO to a preliminary injunction.
