TEMPORARY RESTRAINING ORDER re 2 Emergency Motion for Temporary Restraining Order. Pursuant to the All Writs Act, 28 U.S.C. § 1651, the Court ORDERS that Defendants not remove Petitioner Mohammed Jihad Bahrm Rashid from the District of Vermont.
