This matter is before the Court on petitioner Jose Manuel Montanez De La Cruz's 1 Verified Petition for Writ of Habeas Corpus and 3 Plaintiff's Motion for Temporary Restraining Order and/or Preliminary Injunction. Petitioner shall, by overnight mail and email, serve respondents with a copy of the petition and this order on or before February 2, 2026. Petitioner shall file proof of service. Within 10 days of service, respondents shall show cause why the petition for writ of habeas corpus should not be granted and will respond to petitioner's motion for a temporary restraining order and/or preliminary injunction. See Yassine v. Collins, 2025 WL 1954064, at *1 (W.D. Tex.
