(IN CHAMBERS) ORDER by Judge Stephen V. Wilson: Plaintiff's EX PARTE APPLICATION for Temporary Restraining Order 4 without notice to Defendants is DENIED pending a hearing on the matter. Plaintiff argues that Defendants would use notice to deport Plaintiff. However, Plaintiff does not make a showing in their Application that this has been the government's practice. Furthermore, in similar cases, Defendants have received notice, responded, and litigated the matter. Whether the government defies this court's order in the future is not before the court now. This court orders Plaintiff to serve his EX PARTE APPLICATION for Temporary Restraining Order 4 on Defendants immediately or by noon today (09/02/25). This court further orders Defendants to respond to Plaintiff by 5:00 p.m. this Thursday (09/04/25). The Court sets a hearing for 09/08/25 at 3:00 p.m. SO ORDERED.
