MINUTES for proceedings held before Magistrate Judge Joseph H.L. Perez-Montes: ORAL ARGUMENT held on 2/19/2026. Pro se Petitioner Mohammad Shafi Nabizada and Attorney Jabrina Edwards appeared by VTC. Interpreter Simin Rassmusen appeared by VTC for the plaintiff. The parties presented their arguments for the Court's consideration. The Court took the matter under advisement. The Court further ORDERED the parties to submit additional briefing setting forth the latest updates regarding Petitioner's travel documents. The briefs should be no longer than three pages in length and are due on or before the close of business on 2/25/2026. Additionally, the Government should attach an affidavit that indicates whether Afghanistan and Turkey are currently accepting removals. The Court expects that Petitioner will not be removed during the pendency of the habeas corpus petition.
