ORDER re: 4 Petitioner's Motion for a Temporary Restraining Order and/or a Preliminary Injunction.No later than 2/3/2026, the petitioner must serve each respondent with (1) a summons; (2) a copy of 1 Petition for Writ of Habeas Corpus, and all exhibits thereto; (3) a copy of 4 Petitioner's Motion for a Temporary Restraining Order and/or a Preliminary Injunction, and 5 Memorandum in Support; and (4) a copy of this Order in accordance with the requirements of Federal Rule of Civil Procedure 4, and he must promptly file proof of such service in accordance with Federal Rule of Civil Procedure 4(l)(1).The respondents must respond to the motion within two weeks of service of the above documents, and the petitioner may file a reply in support of the motion within one week of service of the response(s).The parties must submit all pertinent exhibits and direct witness testimony (by affidavit or declaration) as attachments to their briefs. After reviewing the respondents' responses and the petitioner's reply, if any, the Court will determine whether to (a) hold a preliminary-injunction hearing, (b) request supplemental briefing from the parties on specific legal or factual questions, or (c) decide the motion on the papers submitted.
