ENDORSED ORDER. The court previously ordered the United States Marshals Service (USMS) to serve a copy of the temporary restraining order (TRO) (Dkt. 7) in this case on Respondents on January 26, 2026, and to certify to the court that service had been effected. (See id. at 7.) Upon reconsideration, the USMS is relieved of these obligations. Instead, the Clerk is DIRECTED to accomplish service on Respondents forthwith by serving copies of the petition (Dkt. 1) and the TRO (Dkt. 7) in the following five ways: (1) email the United States Immigration and Customs Enforcement (ICE) (with attention to the Assistant Field Office Directors) at MIAAOR-Habeas-DG@ice.dhs.gov, (2) email the United States Attorney's Office (USAO) at USAFLM.Orlando2241@usdoj.gov, (3) email courtesy copies to the Orange County Jail and Florida Soft Side South at the addresses on file with the local clerk's offices associated with these facilities, (4) email courtesy copies to the USMS at usms-mfl-orl@usdoj.gov, and (5) send copies via certified mail to the USAO and the United States Attorney General (USAG) at the physical addresses on file with the Clerk's Office for the Middle District of Florida. (To the extent that the Clerk has already accomplished service as described above, the Clerk need not duplicate its service efforts.) Signed by Judge Julie S. Sneed on 1/27/2026. ORDER. Petitioner's emergency motion for a preliminary injunction (Dkt. 6) is GRANTED, and the TRO (Dkt. 7) entered in this case on January 26, 2026, is CONVERTED to a preliminary injunction. Respondents and those in privity with them are PRELIMINARILY ENJOINED from transferring Petitioner from the Orange County Jail until further order of the court. On or before February 11, 2026, Respondents shall ensure that Petitioner has a bond hearing before an immigration judge. The court sets a status conference for 2:00 P.M. ET on February 12, 2026, but the conference may be cancelled if the parties timely file a joint notice indicating that Petitioner has had a satisfactory bond hearing before an immigration judge by that time. The court does not decide the ultimate merits of Petitioner's pleading (Dkt. 1) because the briefing period has not yet expired, (see Dkt. 3 at 2-3). See the order for details. Signed by Judge Julie S. Sneed on 2/6/2026. (AJL) (Entered: 02/06/2026)
