ORDER. The Court is not bound by the Central District of California's advisory opinions, and it cannot require that Khatkekar receive a bond hearing when he is otherwise subject to mandatory detention under the INA. Thus, the petition 1 is denied. The Clerk of Court is directed to serve this Order electronically on the United States Attorneys Office for the Northern District of Texas pursuant to the current Service of Process Agreement for federal habeas petitions under 28 U.S.C. § 2241.
