ORDER: Granting in part 1 "Petition for Writ of Habeas Corpus." See attached. Respondents shall not transfer petitioner outside of the District of Puerto Rico until he has been granted a bond hearing. Not later than January 30, 2026, respondents shall provide petitioner a bond hearing before an immigration judge. If respondents fail to provide such hearing by this deadline, they shall immediately release petitioner. Not later than February 6, 2026, respondents shall: a) file an informative motion confirming whether petitioner has either been granted a bond hearing in compliance with this Order or released from custody; and b) show cause as to why the remaining requests made in petitioner's habeas petition (Docket No. 1 ) should not be granted. Petitioner shall reply not later than February 13, 2026. First and foremost, the reply should be clear and concise. Further, it must be supported by the record and by on point legal authorities grounded on analogous factual settings. Finally, it shall comply with the parameters set forth in Local Civil Rule 7 --particularly Rule 7(c), which states that replies "shall be strictly confined to responding to new matters raised in the objection or opposing memorandum."
