ORDER: Petitioner's Application to Proceed In Forma Pauperis (Doc. 2 ) is granted. Respondents United States Immigration and Customs Enforcement, Board of Immigration Appeals, United States Citizenship and Immigration Services, Ninth Circuit Co urt of Appeals, Office of Immigration Litigation, and Office of the Chief Counsel are dismissed without prejudice. The Clerk of Court must serve a copy of the Summons, the Petition (Doc. 1 ) and this Order upon the United States Attorney for the Dis trict of Arizona, the United States Attorney General and to Respondent Figueroa by certified mail. Respondents Bondi and Figueroa must answer the Petition within 20 days of the date of service. Petitioner may file a reply within 30 days from the date of service of the answer.
