ELECTRONIC ORDER: ELECTRONIC ORDER AND NOTICE OF DEFICIENCY: Petitioner must address the following deficiency: Petitioner did not pay the required filing fee or file a request to proceed in forma pauperis. See 28 U.S.C. § 1914 (requiring $5.00 filing fee for writs of habeas corpus); N.D. Tex. Misc. Ord. 14 (requiring inmates to file motions to proceed in forma pauperis on the court-approved form). Therefore, Petitioner is ORDERED to pay the $5.00 filing fee or file an application to proceed in forma pauperis with the required certificate of inmate trust account within (28 days) of service of this order. The Clerk of the Court is DIRECTED to provide to Petitioner, with service of this Order, a prisoner form application to proceed in forma pauperis.Additionally, local counsel is required in all cases where an attorney appearing in a case does not reside or maintain the attorneys principal office in this district. See NDTX L. Civ. R. 83.10. Local counsel means a member of the bar of this court who resides or maintains the attorney's principal office in this district and whose residence or principal office is located within 50 miles of the courthouse in the division in which the case is pending. Attorneys desiring to proceed without local counsel must obtain leave from the presiding judge.
