Petitioner reports in his underlying petition (filed more than a month ago) that he has been detained "for over eleven months." (Doc. 1 at 5) The Court has ordered a briefing schedule for the petition, with the Respondent's brief due this week. In his current emergency motion for injunctive relief, Petitioner does not explain his delay in seeking his request for a temporary restraining order or why despite this delay, the Court should treat the situation as an emergency.
