(IN CHAMBERS) ORDER by Judge Monica Ramirez Almadani: The Court is in receipt of the Petition for Writ of Habeas Corpus 1 . Due to a clerical error, the Petition was inadvertently filed in a new case rather than as a filing in the first-filed case, No. 5:26-cv-00082-MRA-SSC. The Court construes the Petition 1 as an Emergency Request for a Temporary Restraining Order. Respondents are ORDERED to file a response to the TRO by February 11, 2026, at 5:00 p.m. Upon receipt of the opposition brief, or if no opposition brief is filed, Court shall take the matter under submission or order a hearing or reply brief if necessary. Respondents shall not transfer or remove Petitioner pending the Court's decision on the TRO Application.
