TEXT ORDER granting in part and denying in part 16 Petitioner's Motion for Leave to Proceed Under Pseudonym and to Seal Filings with Identifiable Information on the Public Docket. The Clerk of Court is directed to update the docket to reflect the Petitioner in this case is "C.O.V." and to replace any reference to Petitioner's name currently on the docket with "C.O.V." However, Petitioner is advised that pursuant to Federal Rule of Civil Procedure 5.2(c), access to electronic files in this case is restricted only to case participants.
